Dubai Municipality has issued circular to all consultancies and general contracting companies in the emirate making it mandatory for them to apply new e-building control system.
The circular also informs customers on stoppage of civic body construction auditing services on industrial buildings.
It was announced by Eng. Khalid Mohammed Salih, director of Dubai Municipality building department.
He said new circular comes following some other circulars issued before including the one dated 6th November 2012 with regards to receiving training applications through e- building control system, circular No. 189 dated 17th January 2013 with regards to grace period allowed for companies to stop trainings for staff in order to ease them carrying out responsibilities related to the new system and the circular No. 195 dated 8th July 2013 with regards to the gradual application of new e-building control system and receiving applications for engineering supervision in some particular areas commencing from 15th August 2013.
He added saying the new move comes out of Dubai Municipality’s keenness on transferring services to smart and comprehensive systems by offering all engineering supervision services related to construction works online ensuring zero office visit.
Referring to the new circular he said building department will not receive application for structural checking services before concrete pouring, completion certificate, temporary water& electricity supply services, change of contractor, change of consultant, deposit refund of building, except through new e-control system commencing from 1st May this year.
He said delivery of the other services mentioned above will be stopped through existing system except service related to deposit refund of building licenses which are having completion certificates issued through old system.
Likewise, Dubai Municipality will not be taking care of structural checking services for any kind of industrial buildings any more.
It is up to consultancy companies to ensure the all technical criteria and specifications as well as engineering principles and plans approved by the civic body are strictly followed in construction project.
Consultancy companies should carry out engineering supervision of all type of construction, licensed by the municipality, such as new construction, addition, amendment, maintenance, decoration etc.
According to him, Dubai Municipality has prepared trained employees to provide support on the new system to customers at its Al-Karama and Umm Ramool centres.
Also, building department has provided a handbook for customers to guide them on how to easily use the new e-system.
Civic body is continuing its training programs on the new system as well as is ready to receive online applications for training from newly licensed companies.
