The final certificate cannot be issued unless the contractor completed all the works indicated in the first reception certificate, including any problems or defects occurring in the maintenance period.

The Ministry of Works will hold an urgent meeting with the company in charge of the hospital’s construction works, and also with the maintenance section at the hospital, to look into the problems and find the proper solutions by forcing the contractor to fix them and carry out the necessary examinations. The Ministry still considers it important not to pass any payments to the contractor unless he fulfills all of the commitments indicated in the contract.
The Government has recently sent their reply on the Parliament investigation in this regard to the Financial Audit Court and all the concerned directorates.
