Workshop debate labour accommodation in family areas

CID director Brigadier Musfir Ali Al-Hababi, director of Search and Follow up Department (SFD) Col Nasser Mohammed Al-Sayed, assistant director of the CID Col Jamal Mohammed Al-Kaabi, head community police section at North Security Department Lt Col Ahmed Zayed Al-Muhannadi, Shura Council member Jabar bin Ali Al-Nuaimi, director f Umm Salal Municipality Nasser bin Hassan and a number of company managers attended the workshop.

Lt. Col. Ahmed Zayed Al-Muhannadi said that the law No. 15/2012 issued to treat the issue of labour accommodation in family residential areas has been welcomed by the nationals and expatriates alike. “The Ministry of Interior had started to address the issue even before the law was enacted, through awareness and prevention and we are fully aware of the social, security related and moral risks of this phenomenon”, he emphasized.

Lt. Col Al-Muhannadi added that the workshop is organized to activate the partnership with Municipalities and to draw out a mechanism for achieving the desired objectives of the law in maintaining security and order.

He also said that the labour accommodations at family areas breach the rights of families on one side as they feel their privacy is at risk and social integration becomes difficult as the living style between the both differs. On other sides it breaches the rights of labourers also as they are not provided with suitable healthy living environment and other facilities.

The CID director Col. Nasser Mohammed Al-Sayed said that the problem gives violators a chance to seek safe asylum among them and it also creates disturbance for families especially on weekends and holidays.

Major Mabkhoot Salim Al-Marri from community policing section at Rayyan Security Department, legal expert at Ministry of Municipalities and Urban Development Dr. Ahmed Mohammed Abu Musthafa, legal expert at NSD Dr. Mohammed Al-ameen Abu Hajjar and legal researcher Ahmed Gaith Al-Kuwari presented papers on various parts of the subject including the social and legal consequences of the issue, mechanisms of implementing the law No. 15/2010 and range of the law and procedures of evacuation.

The workshop recommend necessity of drawing a comprehensive plan in partnership with all concerned sectors to study the issue by the way of community policing, legislation on the rights of workers in relation with residence, social care and raising awareness among the laborers on importance of maintaining norms and values of Qatari community.

The recommendation also includes training the concerned persons on the law No. 15/2012 to create awareness on the procedures and powers given by the law. It also calls for cooperation with bodies that has roles in implementing the law such as Qtel, Kahrmaa to know the owners and to disconnect the services for violators.

The workshop also called for establishing permanent security check points in those areas and to create a data base comprising details of those areas, real estate owners, tenancy contracts and the workers and to update it periodically.
