The selected candidate will be responsible for the overall disaster recovery design, implementation, technical operation and maintenance of all voice and data communications network/systems. The candidate will be responsible for overseeing the day-to-day operational level and establish a future path for all network management solutions. The candidate selected must thoroughly understand the management and operations of a telecommunications system/network as well as a solid understanding of software maintenance efforts.
SCOPE OF WORK The Senior Capacity Building Officer - Service Delivery will be primarily responsible for ensuring the quality and harmonization of service delivery provided namely through training IRC staff, partners and service providers on case management and referrals for survivors of GBV, Standard Operating Procedures, counseling and other service delivery related processes. S/ He will also be responsible for providing coaching and mentoring to IRC staff in women’s centers and partner staff working in child-friendly spaces and CBOs including on supervision and monitoring of case management standards and quality achievement. S/He will support the implementation of quality GBV basics and case management awareness sessions across multiple locations, ensuring that the programs meet the best industry practices in this area. The Senior Capacity Building Officer - Service Delivery reports directly to the Service Delivery Specialist and works closely with the other members of the WPE unit, overall managed by the WPE Program Manager and Deputy and under the overall leadership and technical oversight of the WPE Coordinator. SPECIFIC DUTIES AND RESPONSIBILITIES:
-Prepare and lead approved trainings for partners and IRC counselors on referral pathway/SOPs, Case Management and other topics related to service delivery
-Assist in ensuring that trainings and tools developed by consultants and implemented by IRC staff across all sites are in line with IRC’s Case Management guidelines and IRC WPE protocols.
-Assist Senior Officers in team meetings, self care and case management coordination meetings as needed and required
-Identify in coordination with IRC Service Delivery Specialist, WPE senior officers and partners essential tools required be developed, integrated and streamlined in order to support capacity building objectives established with partners and internally.
-Assist supervisors in conducting capacity assessments identifying strengths and gaps related to case management standards, guiding principles as part of capacity building plans to ensure targeted delivery of capacity-building activities, including training, coaching, mentoring as well as the monitoring and documenting of capacity built of IRC staff and partners.
-Regularly keep informed of national procedures and pathways and ensure that information is shared in a timely manner with partners and IRC staff, available and revised in documentation packages.
-Work with IRC Senior Officers (Outreach/Response) in order to ensure counselors have appropriate support on case management and provide harmonized approaches across all service delivery points. '
-Provide on-the-job support to WPE staff (approximately 40% of time) and partner organizations (approximately 60% of time) on case management processes.
-Provide weekly updates and monthly reports on the progress of implementation. Any other duties as assigned by the supervisor.
