MoF receives delegation from Kuwaiti Ministry of Finance to review best practices and methodologies in field of government financial work

Following its ongoing commitment to enhance work ties and cooperation with local, regional and global partners; the Ministry of Finance (MoF) recently received a delegation from the Kuwaiti Ministry of Finance at its Abu Dhabi headquarters to review the UAE’s federal financial system and its subset systems.

The Kuwaiti delegation was led by HE Younis Haji Al Khouri, Undersecretary of MoF along with Saleh Ahmed Al Sarawi, Assistant Undersecretary of the General Budget; Wael Faisal Al Mutawa, Director of Financial Planning and Follow ups; Saaed Aqel Al Alati, Director of Independent Institutions’ Budget; in the presence of HE Mariam Al Amiri, Assistant Undersecretary for the Management of Financial Resources at MoF. Additionally, a number of specialised employees from both the UAE and Kuwaiti ministries of finance were in attendance.

HE Mariam Al Amiri welcomed the Kuwaiti delegation and stressed that the Ministry’s role is to prioritise and enhance cooperation such as with the Kuwaiti Ministry of Finance to derive the greatest possible benefits for both parties. HE also mentioned that in recent times, visits from Arab delegations had allowed the UAE MoF to demonstrate the extent of development achieved on smart government financial work e-systems. By implementing its strategic plans, MoF has been able to achieve global leadership in its financial resource management, which has contributed to achieving a sustainable competitive environment.

During the two parties’ meeting, the Department of Strategic Planning offered a presentation highlighting MoF’s commitment to play an active role in achieving UAE Vision 2021 to help the national become one of the best countries in the world by 2021. Furthermore, the Budget Department at the Ministry offered participants an overview of the different stages in developing the general federal budget, its automated budget system, the zero-based budgeting mechanisms, the budget plan for the fiscal year 2014-2016 and a review on budget reporting. Meanwhile, The Department of Financial Operations also gave two presentations on the federal financial system GFMIS and on MoF’s government service and smart mobile application capabilities.

The visiting delegation were also briefed on the e-Dirham system by the Development Revenue Department; starting from the launch of the first generation of the system up to the second generation in 2010. The payment settlement channels, the e-Dirham card and the payment for service feed for e-Dirham system were also discussed.

To conclude the meeting, the Department of Coordination of Fiscal Policies offered the Kuwaiti delegation a review on its mission to collect and prepare government finance statistics (GFS) at the state level.
