Director General of Dubai Municipality Eng. Hussain Nasser Lootah, stated, “The municipality has recently signed a contract with an international consultant in international law and specialist in safety laws and consumer protection for the preparation of a modern and comprehensive law for the public safety in the emirate in line with the best international practices in the field of public safety.”

This initiative comes as part of Dubai Municipality’s keenness on providing the highest levels of safety for citizens, residents and visitors at all times by ensuring safe public places in order to reduce accidents and injuries in public places such as falling and drowning because of the absence of safety requirements in those places.

The upcoming law would be a common platform that provides a legal framework for the safety network of all potential risks in places frequented by the public such as shopping malls, hotels, educational institutions and residential communities as well as in open spaces and squares, where the events, festivals and celebrations are organized with the participation of large numbers of people.

The law also aims to ensure the safety requirements of other places frequented by the public on a regular basis, such as beaches and parks.

The motivation for this initiative is the keenness of the government of Dubai to make Dubai a best place to live with high safety standards in accordance with the international standards applied in the best cities of the world and to be more attractive to investors and researchers in terms of comfort and safety, especially in the context of the upcoming global event Expo2020 that will attract millions of visitors.

In his first visit to Dubai during the period June 1 to 5, 2014, he met with all parties concerned to safety in Dubai Municipality and other government departments such as Dubai Police, Civil Defence, Dubai Health Authority and Department of Tourism and briefed on the roles of these authorities and the efforts made by each party in order to maintain the safety of all facilities in the emirate.

He confirmed, “The initiative of the Emirate of Dubai is a unique initiative where there are no comprehensive laws for public safety in any of the other countries, but there are only laws covering different aspects of safety.”

It is worth mentioning that this project is one of the initiatives under the Strategic Plan for the safety of the Emirate of Dubai for the period 2013 – 2015. The initiative is approved by the committee under the health and safety sector of Dubai Government Executive Council which is chaired by the Director General of Dubai Municipality.
